Open the app Oil Effect which should looks like this.

And all you have to do is adjust the two options the way you would like and the way it looks best for the picture.

And if you go to the Brush option at the bottom you can erase the oil effect on some parts!

You can adjust the amount of brush and how solid the line is. I just erased the face xD!
