Bakuhoe (I love calling him that) is the one in control of the relationship.

They will only hang out if forced to and then they realize there feelings for each other. Then Midoriya asks for study sessions. Midoriya will ramble out the confession.

It's going to have high highs and low lows and arguments might get physical but that doesn't mean they don't love each other. It will last.
