*Quirk = "Storm"; She can create clouds and then channel their water and snow and hail or wind or lightning. Example: She can stick her hands out and whatever she needs (like water or electricity) spirals out of it, wrapping around her arm and then (for example) hitting the person she's targeting.

It takes water out of her body, though, so if she's not hydrated enough she can't use it well, and if something happens to the clouds it takes awhile to make new ones. So, she always has a small one floating over her head (that can mirror her emotions -- if she's feeling sad, it rains, mad = lightning, happy = snow, etc, and none of it effects her head or hair.) And if she overuses it she have to drink a lot of fluids to replenish the ones she lost, and she gets really, really tired.
