Phoebe is an anthropormphic jackal who is known as the Goddess of the Sun in the Desert District of Blu World.

Legend says that Phoebe allows the Desert District to thrive despite the harsh climates, as long as enough tribute is given to her.

Phoebe can control the intensity of the sun's heat and is not affected by high temperatures. She can also control the light in the desert district.

Because of people paying her tribute to keep the desert thriving, Phoebe has become entitled, childish, and short-tempered if she does not get what she wants.

Phoebe lives in a temple constructed for her and often appears to those who give her tribute. She also can't leave the Desert District due to her need to constantly control the heat and light.

If Phoebe did leave, the Desert District may either get too hot or too cold.
