(The Arbiter comes in, and then he invades the Injustice Syndicate's HQ.)

Blue Bowman: Who are you?

Arbiter: Your worst nightmare! I have already taken care of your owl friend!

Scarlet Scarab: So you're powerful, eh?

Silver Cyclone: Which would explain Red Hood's futile attempt to seek help there.

Arbiter: Red Hood, eh?

Silver Cyclone: Then since plan A not viable, We move on to plan B.

Arbiter: Plan B?

Scarlet Scarab: Plan B? But, guys, you can't be serious about using cyclone's b*mb To wipe out their entire planet.

Blue Bowman: Why not?

Scarlet Scarab: Because after that, What other crime could possibly taste as sweet? 

Silver Cyclone: The fate of their world will serve as a warning to all others. "Surrender or Be destroyed."

Arbiter: That was all I needed to hear!

(The Arbiter then blasts Silver Cyclone's head.)

Scarlet Scarab: (stern) Now you've done it, bastard. INJUSTICE SYNDICATE! ATTACK!

Arbiter: (smirks) Come at me, you unworthy villains!

(Scarlet Scarab tries to shoot him, but he deflects the blasts before Rubber Man wraps himself around him.)

Arbiter: Fool!

(The Arbiter launches a shockwave which forces the villain to let go of him. Blue Bowman shoots an arrow, but the Arbiter teleports in front of him and punches him hard in the face, knocking him out. Dyna-Mite then shrinks down and tries to sneak on The Arbiter, who catches him with his bare hand and crushes him like an insect.)

Arbiter: Once an insect, always an insect.

(Barracuda punches The Arbiter, who isn't fazed at all as he punches his chin really hard. Blaze tries a knee strike at his face, but he unleashes a shockwave which forces her to back away, and then he tries to blast her as dodges and breathes fire, but Arbiter shields himself with his force field before blasting Scarlet Scarab and ripping off his head. He then breaks Blue Bowman's bow before beheading him, and shocks Rubber Man before throwing him at Blaze as he then jumps and slams his blade through both of them. Finally, he cuts off Barracuda's arms and legs before finally beheading him.)

Arbiter: Since this world's heroes are trapped, I better free them before doing something about my own world.

(Arbiter then sets to set the Justice Underground free, and quickly leaves Earth-23.)

(Meanwhile at Earth-22, a Dark Ninja Ranger is seen having defeated and killed an evil Superman who got hellbent in oppressing the world.)

N. S. Dark Ranger: You're finished, Superman!

(Suddenly The Arbiter comes in.)

Arbiter: Looks like you ARE worthy of being the Power Ranger after all.

N. S. Dark Ranger: Who are you?

Arbiter: I am The Arbiter. I am here to recruit you.

N. S. Dark Ranger: What for?

Arbiter: To neutralize a group of supervillains in my world.

N. S. Dark Ranger: So the Justice League failed your world too, eh? Very well, I'll join.

Arbiter: Good choice, another me.

N. S. Dark Ranger: Wait, you're also Y/N?

(The Arbiter nods before holding his hand as he teleports them to another universe.)

(At Earth-1610, a crimson Power Ranger is seen defeating a certain kryptonian General as he snaps his neck, killing him.)

C. Thunder: Your days are numbered, General Zod.

(The Arbiter and Ninja Storm Dark Ranger come in.)

C. Thunder: Who are you?

Arbiter: We are you!

(The Arbiter explains why he came to Crimson Thunder Ranger's world, and then they make an agreement before leaving to another world.)

(On Earth-45, another Power Ranger is seen killing Reverse Flash, Zoom and Savitar in front of Team Flash.)

Phantom Dino: This is what happens when you mess with the wrong person.

(The Arbiter and the two other Rangers come in.)

Phantom Dino: Huh? Who are you?

(The three Y/N Rangers introduce themselves as they explain about an incident which is happening at The Arbiter's world, and Phantom Dino Ranger agrees to help him to prevent the crisis.)

(At Earth 2143, A Green Megaforce Ranger is seen standing over the defeated Brainiac Luthor.)

Megaforce Green: Nobody will miss you anymore, Luthor.

(Megaforce Green Ranger stomps Luthor's head, crushing it as The Arbiter and the three Rangers come in and explain the situation to him as he agrees to help them.)

(At Earth-2, the Red Psycho Ranger is seen ready to kill Green Arrow for almost letting Clock King escape.)

Red Psycho: You have failed this city!

(He then kills Green Arrow as The Arbiter comes in and explains the reason for his coming to his world. Red Psycho Ranger agrees to help The Arbiter under the condition that he must not tell him what to do.)

(And finally in Union-Verse, a certain Lord is seen defeating all of the Union Sentai Rangers as The Arbiter comes in and takes their powers away.)

Arbiter: The power protects you no longer! You are unworthy!

(Arbiter and the other Rangers kill the fake Rangers as they turn to see Lord Drakkon (Credit goes to WAMred).)

Drakkon: Good to see you again, Arbiter. What brings you here?

(Arbiter explains about a crisis in his world, which led Drakkon to form an alliance with the Arbiter again.)

Arbiter: Time to go back to my world!

(The Arbiter and the other six Y/N Rangers go to The Arbiter's World to face Owlman and his lackeys.)
