Recently, MagmaKepner left a comment asking about the level of technological development in Halyin. This strikes me as important enough for its own chapter, as I had not clarified this point and it would definitely matter in entries to come.

In terms of technological development, Halyin is comparable to Europe in the late medieval period, with slight variations between countries. Firearms (though not explosives) have yet to be invented.

Limiting the infrastructure and national capabilities to strictly that period, however, would be a mistake- through magic, the people of Halyin are capable of affecting the world around them in a variety of ways. Medical science leaves something to be desired, but medical magic can accomplish many wonders. A fisherman might not need an expensive, technologically advanced ship if he can charm the nets to improve his catch. What should be "possible" depends a great deal on your imagination, and how well you can justify the world you have shown me.
