This is fairly basic stuff. You just type into comments what state and gender you want to reserve. In the Elemental Reservations chapter you just type in the element you want and the gender that you previously reserved here. So for example here I would say: I'd like to reserve a Northern States Male. And then in the next chapter I would say: I would like to reserve a Fire Male.

Also, when you reserve, you have 48 hours to send in your character bio. If you don't, your name will be removed and you will have to re-reserve it. If you need more time, just comment how long you will take and why, but otherwise 48 hours should be plenty of time for you to fill out the bio.
