Heat Wave/Dominic Purcell: He is hot heat criminal and he also enemy to Kamen Rider Drive/Flash. 

Captain Boomerang/Digger Harkness: He is the robber from Australia, he has special skill using boomerang to knock out or kill his enemy, he is enemy of Flash/Kamen Rider Drive

Gorilla Grodd: The telepathy gorilla and he is enemy of Flash/Kamen Rider Drive. He hate Flash who ruin his plan.

King Shark/Shay Lamden: The meta human that transform into humanoid shark. He is enemy of Flash/Kamen Rider Drive.

Kamen Rider Lupin/Zoroku Tojo: He was master phantom thief who steal gems & treasure from corrupt people & criminal. He on neutral side and he is enemy of Flash/Kamen Rider Drive, he is very hard to catch and he escape many ways.

Savitar/Future Ben Allen: He was from future when he betrayed by his friend and he make the suit called Savitar. He even defeat Kamen Rider Drive & the heroes and one of powerful villain.

Zoom: He was black speedster who is enemy to Flash/Kamen Rider Drive, he lost his mother after his father kill her and he become serial killer. He gain superspeed and become villain, he travel to Earth Prime and meet Flash/Drive.

Plague Doctor: He want to change the city into better view by kill corrupt people and criminal for justice. But Ben don't like his idea so he decide to stop Plague Doctor and he was enemy who never get caught by Drive.
