This character is one from Spectre, he doesn't really get too much frame time, he only appears in some of Yuki's flashbacks. His name is Chie, his design is kinda generic but simply fitting to his personality so I don't really think of it as a fault.

Drew this on my phone so it's not as good as the usual iPad works.
I'm working on another Spectre character (mentally working), he's an antagonist, his name is Delirium, and I really love his design so far (which I'm still yet to draw but I'm glad with what I've visualized.
