She's a female Pyro character from the unreleased Fontaine. Her name is Oceane (Ocean in French) as Fontaine is portrayed to bring swimming (like diving underwater swimming) features to Genshin and is based on France. Her name is Oceane even though she's a Pyro character is because she sings a song about some dreams and hopes being achieved while some end up going down below(a.k.a the wtaer in Fontaine). The song shows how her lover ended up drowning after being shot by someone in a war only in Fontaine and she ends up stuck as a doll forever as he hoped she would be safe as a doll while he left. She inhabits this Lady's house as a doll. She spoke to the traveler after they found a rnaodm key on the floor and put it in the key hole on her mouth, turned it clockwise and un-zipped it which allowed her to speak. She would either be a 4 star or a free character like Kaeya and Amber. Sheks kinda based on the Honkai Star Rail character Herta. The background is Inazuma as well Fontaine or a character from there hasn't been released yet so there's no character background. (I copied this all from the gmail I sent my friend XD)
