This is Inferno and he is a Topaz Gem Elemental. In order to activate his powers (or go full fire mode) Inferno has to say this "riddle" and have a Topaz gem around him.
Riddle:
"Fire, fire everywhere. Fire, fire in my hair. Fire, fire safe and sound. Fire, fire never found.
Fire, fire everywhere. Fire, fire in my hair. Fire, fire in my genes. Fire, fire never seen."
