Her name is Orca and she is the first Gem Elemental Sapphire. When she goes full water mode she can control ice as well and wears a crown with Iarimars and Sapphires embedded in it. The symbol on her left arm shows that she is the first Gem Elemental Sapphire.
The special "riddle" is:
"Water, water sons and daughters. Fire came but then we fought her. Fire, fire from above. Fire, water hate and love.
Water, water crashing down. Water here is never found. Never cheats and never lies. Water, water 'til I die."
