It been four months since Arkham asylum and since Sharp become Mayor of Gotham with Arkham City finally built.

Within those months a lot change for Old Gotham  and many prisoners are inside Arkham City unaware that a meeting is taking place.

Inside the courthouse is Arkham Knight who is having a meeting with the villains that either controls Arkham City or have skills.

Y/N: "Greetings everyone. As you are aware Hugo might seem in charge of the prison but we control how it runs" he said.

Bane: "Just tell us what you want as we are busy" he said.

Penguin: "Beside we are only helping because you promised us a stronghold that each of us control. The only person who ain't here is the Joker who controls two lands compared to me and Two Face here" he said.

Dent: "In case you haven't noticed Joker got his hands on the old Steel Mill which would be perfect to create weapons" he said.

Riddler: "Agree but why have weapons when brains is all you need" he said.

Y/N: "Enough!" He said slamming his fist which silence everyone.

???: "Well Gentlemen you cause my beloved a headache" a female voice spoke causing everyone to look to see the New Mayor of Gotham.

Penguin: "Why is she here anyway. I thought she busy with the paperwork" he said.

Y/N: "Unlike Sharp she get sh_t done. Plus Sharp usefulness comes to an end and currently he is in a special cell awaiting December" he said.

Bane: "What about that woman who is creating the new Titan for your soldiers" he said.

An: in this story Young is alive but lost her hand.

Y/N: "This new Titan is only used for the heavy hitters. Besides you can't argue with the results since you look like your normal self again" he said which Bane growl.

Killer Croc: "He got a point. However I am curious about Joker since rumor has it that he's sick" he said.

Y/N: "Joker is dying because of the Titan and how I know is because Freeze is currently making a cure but he lack the blood to stable the cure" he said which shock the villains that the Joker is dying.

Penguin: "Served the sicko right" he said.

Susanna: "However I doubt that Joker will die without having the last laugh" she said.

Dent: "You don't mean he planning something worst then what he plan in the past?" He said.

Y/N: "He a madman with plans for everyone" he said.

Riddler: "True. So what now?" He said.

Y/N: "Now? You continue what you were doing and make sure Arkham City is a fortress" he said which the villains agree then leave.
