Well...there are plenty of best friend type characters out there, huh?  I guess for me the characters I would want as my best friends would be:

1) Nagisa Hazuki because I feel like I could completely good off with him and we'd have a blast all the time...I love this little blond bubble!

2) Lucy Heartfillia because she's nice, and I feel like I could goof off with her, but I could always go to her if I needed to talk to her about something, she would listen and hear me out.
