Rationale for the rejection of a reference for J

I wish to inform you that I do not intend to honour J's recent request for a reference, purely for the professional reason that I have nothing positive to say. I fully expect that some unpleasantness may arise as a result of this refusal, particularly since J appears to harbour some lingering resentment associated with my having contacted the authorities recently concerning an alleged incident. J was providentially proven to be entirely innocent and yet, J's attitude regarding what was merely the execution of my duty, leaves a very great deal to be desired.
J has a tendency to quibble with his betters. He frequently questions their authority and the validity of their instructions, offering unsolicited, culturally-insensitive suggestions that flout well-established tradition. He appears to view himself as having some kind of God-given right to flagrantly point out the so-called flaws and failings of others, a peculiarity that has not particularly endeared him to his superiors.
J is not a team player, nor does he exhibit the right kind of leadership qualities. Although it is indisputable that he has managed to attract a loyal group of followers who speak openly of their admiration for, and faith in him, and claim to be (literally) prepared to die for him, unfortunately, these so-called 'disciples' hale from the worst fringes of society and are essentially disgruntled, troublemaking rabble.
J is not inclusive of others. On numerous occasions, he has exhibited a distinct intolerance regarding the legitimate beliefs of others. He has interfered in the lawful activities of fellow citizens embarrassing and humiliating them publically and casting unjust aspersions upon their morality. The fact that he has managed to avoid a defamation suit strongly suggests corruption of some kind, perhaps the offering of bribes or even intimidation.
J is patently delusional. He is handicapped by a mischievous belief that he is blessed with supernatural gifts. His 'disciples' have variously claimed that J is imbued with the power to still storms, walk on water, heal both the lame and the blind, to bind and expel demons, forgive sin, call on angels, even to raise the dead. Clearly J requires immediate psychological assessment and hospitalisation. In addition, J does not work well under stress. He has been heard to cry out loud to unsubstantiated 'father-figure' entities asking why they have abandoned him.
As you can see, the task of writing a positive, or even neutral reference for J would require an unconscionable contortion of the facts and as such, I feel perfectly justified in my refusal. I am hoping that you will fully support me in this very necessary stance.
