I just realized, two of Elizabeth's siblings ruled before she did, and there father before them. They all sucked at being political leaders. While her helf brother was king, there was an economic drop. When her half sister was queen, she killed a bunch of Protestants. Then their father was just a big ol jerk and manwhore. So, just imagine that right before Arthur mets Elizabeth, he's thinking. "So she's related to them... Oh no, what's this one going to go?" And when he meets her, he's just so surprised at how sweet she is.
