There isn't room for grudges in Panem. There is barely any room for grievance in a country so shredded by corruption. And yet both of those things are inevitable. It is simply a matter of time. The people of Panem are constantly waiting their turn. To grieve. Or to hold a vengeance. You cannot escape it. Because every year 23 will die. And even more, will be affected.
The 66th Hunger Games was Emery Dunne's turn. Before that fateful year, she had had a string of luck. Not one relative to mourn. Not even a friend to pray for. A string that she knew was getting thinner and thinner with every reaping. But, like everyone else in Panem, her period of peace ran dry, and for her first close encounter with The Hunger Games, it was as bad as it could possibly be. It was her name that was drawn. And she will never see the glimpse of peace ever again.
You see, her time of grandeur (at least as good as life in Panem gets) was all a lie. Because after her bittersweet victory in The Hunger Games arena the 66th year it had been running, it was but a few months of somewhat settled life, before it all happened again. Not only could she not escape the games, now being a mentor for those who must suffer what she once had, but her closest companion and lifeline Finley was up next.
It is no matter that Finley too survived his games, and was announced the 67th victor of the annual Hunger Games because it will never end. The mentoring never stops. The deaths never cease. The brutal injustice will never falter. And there is no room for grudges in Panem.
Dreaming of a life where weaponry is not a lifelong occupation, and where rebellions succeed, Emery and Finley are sucked into the life of a Hunger Games Mentor, pushed around like puppets, and forced to watch their classmates, and coworkers and fellow citizens of District 2 die in a psychotic game, created for those with power and authority's amusement and entertainment.
No matter how much she desires a rebellion to stick, Emery would never dream of speaking her mind. What's the point? History speaks for itself when it comes to revolts against the Capitol. She would have never had had to murder people out of cold blood in the first place if it weren't for a failing revolution.
Inequality and mistreatment is no myth to the country of Panem. But there is one last straw for Emery Dunne: watching yet another relative, her own half-sister, in fact, die on screen, where her survival was but days away. And Emery is sick of it. Just like everyone else. But Emery knows that it would be impossible for her to blame the Capitol, considering her instant death is inescapable. But she wants, she needs to blame someone for her sister's death. Katniss Everdeen is supposed to be dead. That's how the games work. That's how Emery's games worked, and that's how Finley's games worked. One lives, not two. How come the Capitol can be weak when it needs to be? How come romance can better the century-old traditions of the beloved Hunger Games?
Emery Dunne has a vengeance. Even if she's not supposed to.
The Quarter Quell is not supposed to be a deathtrap strategy either. It is supposed to spark fear into the previous victors' souls, and provoke excitement in those lucky enough to live a life of luxury in the Capitol. But not to Emery. Katniss Everdeen must pay, just like every other fallen victor in the history of The Hunger Games. Emery got no wedding or dress photoshoot. She didn't get a second chance or a catchy nickname that inspired people. She won her games. Finley won his. So why Katniss? And why not Emery?
Two must be reaped for this Quarter Quell from the eleven victors that call District 2 their home. And Emery will stop at nothing to make sure it is hers. Katniss is, after all, the only female victor from District 12, and will face the dangers that the 75th Annual Hunger Games throws at her, no matter what. And Emery is under the twisted impression that she must get to that arena as well, and finish what Clove had started. Emery will even go to such lengths as rigging the bowl from which her name will now most definitely be pulled. Not even Finley can convince her otherwise. For he will not let her return to the arena that thrives in their nightmares if he isn't as well.
But even if the 74th Hunger Games produced two victors instead of one, and even if those two victors claimed to be victims to long lost love, there still can only be one champion. And Finley knows that. And no matter how shitty the circumstances, or how unlikely change is to come, he is willing to risk his life, if it means Emery gets to keep hers.

for reference, this was originally a request i did ages ago x
by "rigged" i imagined she either replaced all the other names in the bowl with just her name so she is 100% chosen or bribed a peacekeeper to do it for her
finley doesn't rig his bowl, nor does his name get chosen, but he volunteers as tribute for brutus during the 75th reaping
by the end of the story (after the plot of mockingjay) emery realizes that she and katniss were similar all along, and only wanted to protect their family (specifically their sisters)
finley has nothing against katniss if he is honest, and therefore tries his best to save her at the end of catching fire because he knows it's right
finley has been in love with emery from the beginning, and she has been unbeknown to it the whole time. it's a real childhood sweethearts story, where all of her family and friends notice his love for her, except emery herself
emery was finley's mentor for his games
finley stayed to limited killings and only ever killed when it had to during his games. whereas emery was quite brutal because she was so desperate to get home to finley and her family
