Name: Jeffrey C. Hodek, "The Flat Woods Killer", (Commonly known as) "Jeff the Killer" 

Mental Illnesses: "He's basically a murderous schizophrenic, with self image issues". Manic (?) Depression. 

Murder motive: "Because he thinks that the human race is evil and wants to eradicate whoever lives their life of evil."

Method: While it's not unlikely for him to murder someone during the day, he usually does the deed at night. His targets are not randomized, but planned. He leaves small clues to the police.

Personality: Jeff is described a few times to have always been a loner. He is paranoid, angry, and has a dark sense of humor. He is loyal to his loved ones. 

Looks: Jeff has long hair, a goatee and pale white skin. Instead of a nose, he has "slits" where the nose holes should be. His artificial eyelids swell and peel back. He is 5'9" (179 cm) and 154lb (69kg). Sesseur added that Jeff is pretty muscular, which adds to his fighting technique. Jeff modified his cheeks, inspired by the Kakihara from the manga and movie "Ichi the Killer". It's not a smile, as it's more a straight line, opening the mouth further. His burn places are his "face, hands and some parts of his chest and neck."

How he came to be: Jeff was a jobless, lazy 25 year old living with his 23 year old brother. After noticing his plumbing issues, he carelessly pours sulfuric acid into a bucket to poor down the bath tub drain. He loses his grip on the bucket and it burns his skin. Jeff was found and taken to the hospital. Six months after intensive care Jeff is finally emitted out of the hospital and removes the bandages for the first time. His brother, Liu, assures him it's not that bad. Jeff disagrees. After months of ridicule from the public Jeff is further secluded into his home, not wanting to deal with his face any longer. People looked at him as if he was a monster, so he forced himself to become a monster. He "fixed" his face with hydrogen peroxide, turning it white. Then, being inspired from Ichi the Killer, cut open his cheeks and applied hot steel to the wound. 

Family: Jeff lives with his younger brother Liu. Liu helps him out with that whole murder ordeal. They have a very close relationship. Their parents are in a different city, but they do call and visit. Their parents are unaware of the murder ordeal.

Liu: Liu and Jeff have been and are very close. They've always lived together. Before the accident Liu was the only one working, and is said to be more social than Jeff.  After returning from the hospital Liu would defend of comfort Jeff when facing public ridicule due to his appalling features. Liu helps Jeff not get caught, though a certain agent has his eye on Liu. Liu is still the only one to work and often is the one to go out to get "supplies".
