Because, it's literally stated Momo keeps comparing her strength to Todoroki's. Call that admiration all you want but, if you did this, imagine. 'I'm not smart like him',  'I couldn't keep my cool like him' or 'He's got better tactics than me' Excuse me? That's straight up wrong. IzuOcha at least, does it in a way of WHAT WOULD DEKU DO? Not 'Why can't I do what he does?'
