Spinning in a chair, Madison rolled her eyes. Everyone had started to discuss the Accords, and the girl was getting tired of going back and forth.

"Secretary Ross has a Congressional Medal of Honor, which is more than you have," Madison's uncle pointed out.

Sam gave a look at Rhodey, "So let's say we agree to this thing. How long is it gonna be before they LoJack us like a bunch of common criminals?"

"One hundred-seventeen countries want to sign this. One hundred-seventeen, Sam and you're just like, 'No, that's cool. We got it'," Rhodey replied.

"How long are we going to play both sides?" Madison asked as she continued to spin, wanting to get to a verdict.

Personally, she hated the idea of the Accords. Madison didn't want to be an object the Government could use as a pawn when ever they pleased. She wanted to be her own person. She wanted to be able to help people whenever she pleased. However, because she was a minor, she didn't have a choice in the matter; her father was going to decide for the both of them. And he decided to sign.

"I have an equation," Vision spoke. Sam rolled his eyes, "Oh, this will clear it up."

Vision ignored to comment and began to speak, "In the eight years since Mr. Stark announced himself as Iron Man, the number of known enhanced persons had grown exponentially. And during the same period, the number of potentially world-ending events has risen at a commensurate rate."

"Are you saying it's our fault?" Steve asked, narrowing his eyes at Vision.

The robot shook his head, "I'm saying there may be a causality. Our very strength invites challenge. Challenge incites conflict. And conflict breeds catastrophe. Oversight... Oversight is not an idea that can be dismissed out of hand."

"Boom," Rhodey said, happy that Vision was on his side.

Spinning in her chair, Madison catches a glimpse of her father. Tony is slumped on a couch; looking at his daughter. His hand is covering his face. "Dad. You are being uncharacteristically non-hyperverbal," Madison said, in between spins.

"It's because he's already made up his mind," Steve said, "For the both of you."

Tony gave a scoff, "Boy, you know me so well. And you know Maddi is just a kid and can't make her own decisions. No offense, Princess."

"None taken, Daddio," Madison winked, trying to ease the building tension.

"Actually, I'm nursing an electromagnetic headache," Tony stated, walking over to the kitchen area, "That's what's going on, Cap. It's just pain. It's discomfort."

He then looked into the sink, "Who's putting coffee grounds in the disposal? Am I running a bed and breakfast for a biker gang?"

Tony then slid his phone into a food basket, a picture of the woman's son popped up. Madison stopped in her chair and stared at the picture.

"Oh, that's Charles Spencer, by the way. He's a great kid. Computer engineering degree, three point six GPA. Had a floor level gig at Intel planned for the fall. But first, he wanted to put a few miles on his soul, before he parked it behind a desk. See the world. Maybe be of service," Tony explained as he rummaged around the kitchen, "Charlie didn't want to go to Vegas or Fort Lauderdale, which is what I would do. He didn't go to Paris or Amsterdam, which sounds fun. He decided to spend his summer building sustainable housing for the poor. Guess where, Sokovia."

Madison looked down, trying to keep her tears at bay. "He wanted to make a difference, I suppose. I mean, we won't know because we dropped a building on him while we were kicking ass," Tony noted, as he took a pill with he newly made cup of coffee.

"There's no decision-making process here. We need to be put in check. Whatever form that takes, I'm game. If we can't accept limitations, if we're boundary-less, we're no better than the bad guys," Tony explained, "And I don't want my daughter to become one of the bad guys."

"Tony, someone dies on your watch, you don't give up," Steve stated.

Tony shook his head, "If that someone becomes my daughter, or something even remotely bad happens to her then I would. Who said we're giving up anyway?"

Madison looked at her father. He was pointing at her, but staring at Steve. The girl knew where he was coming from. Madison knew that she was Tony's only family he had, and that he was the only family she had left.

"We are if we're not taking responsibility for our actions. This document just shifts the blame," Steve answered.

Rhodey shook his head, "I'm sorry. Steve. That- That is dangerously arrogant. This is the United Nations we're talking about. It's not the World Security Council, it's not SHIELD, it's not HYDRA."

"Is it arrogant though?" Madison asked, "Look, Uncle Rhodey, this document isn't something I want. It's taking part of my freedom away. The only reason I am signing is because my father is. It's ran by people with agendas, and agendas change."

"That's good. That's why I'm here. When I realized what my weapons were capable of in the wrong hands, I shut it down and stopped manufacturing. And I am only doing what I think is best for you, Princess," Tony countered.

Steve gave a sigh, "Tony, you chose to do that. If we sign this we surrender out right to choose. Think of how that will affect Maddi. What if this panel sends us somewhere we don't think we should go? What if Madison gets hurt? What if there is somewhere we need to go, and they don't let us? We may not be perfect, but the safest hands for Madison and the rest of the world is still out own."

"If we don't do this now, it's gonna be done to us later. That's a fact. That wont be pretty, and I am saving my daughter from that," Tony shot back.

"You're saying they'll come for me," Wanda cut in, sadness filling her voice.

Vision then turned to her, "We would protect you."

Madison was about to open her mouth, but Natasha beat her to it, "Maybe Tony's right."

Everyone looked at her in shock. Natasha simply shrugged, "If we have one hand on the wheel, we can still steer. If we take it off-"

"Aren't you the same woman who told the government to kiss her ass a few years ago?" Sam cut in, crossing his arms.

"I'm just... I'm reading the terrain. We have made... some very public mistakes. We need to win their trust back. Think of Madison's future. If they don't trust us then how will she be able to do anything?" Natasha stated.

Tony was still looking at Natasha as he spoke, "Focus up. I'm sorry, did I just mishear you or did you agree with me?"

"Oh, I want to take it back now," Natasha huffed.

Tony shook his head, "No, no, no. You can't retract it. Thank you. Unprecedented. Okay, case closed- I win. Princess?"

Madison gave a small smile at her father, "I don't know what side I am on, but I also don't get a choice."

"I have to go," Steve stated. He the quickly got up and rushed out of the room, dropping the Accords on the table.

The rest of the people stared as he left. Madison then jumped out of her chair and went after him. A minute had passed and she found him in the fire escape stairwell. His head is down, and Madison can see the sadness on his face.

"Steve?" Madison calls. The man looks up at her, "Hey, Kiddo."

Madison then walked further down the steps. A few seconds later, Steve was towering over her as she stood next to him.

The girl was very short, just like her father. However she was even shorter than her father. Five feet exactly. Sometimes Madison hated it, but it was also useful at times.

"What just happened?" Madison questioned. Steve then gave a sigh, "You remember when I would tell you stories about Peggy and how incredible she was?"

The girl nodded her head, "I loved those stories. You even took me to see her once."

"And I'm glad I did. You're a lot like her. Smart, Confident, Strong. That's why I wanted you to meet her, so she would inspire you," Steve replied.

Madison gave a smile, "She did inspire me. Did something happen to her?"

Steve's face fell as he answered, "Yes. She passed away."

The brunette didn't say a word as she pulled Steve in for a hug. He returned it, and they stayed like that for a while. Soon Madison pulled away, "I'm sorry, Steve."

"Thank you," Steve replied, "You should probably get back, make sure they aren't at each other's throats."

Madison gave a small smile as she started back up the steps. She walked up a level and then stopped. The girl looked down at the man below her, "Steve, you know I love you right?"

"I know, Maddi. I love you too," Steve replied. And with that Madison started back up the steps, thoughts swarming her mind.
