Before we get started, to all the people that is about to start this tutorial, this tutorial is from my Android and PicsArt. So if you have a IPhone, hopefully the pictures in the steps below are similar to the PicsArt on your phone. In addition, if you don't have PicsArt, I highly recommend you to download it for this tutorial because I haven't tried out other editing apps that does the same process as PicsArt so it would be best if you use PicsArt instead.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬

Keep in mind that I'm only using this profile as an example of what I meant by "double circles" for anyone that doesn't know. Her icon has them.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬

Step 1.
First off, we open up PicsArt. Once we're there, the picture above should be presented [ or similar ] to you just like on your phone. In the bottom middle of PicsArt should be a purple-pinkish circle with a "+" symbol where the arrow is pointing at. You tap on that button to start the process of making your icon.

Step 2.
Once you've tapped on the button, the picture above should be what appears next on PicsArt on your phone. Where the arrow is pointing at is the "Edit" button. Tap on that.

Step 3.
Once you've completed Step 2, your screen should be similar to the picture above on PicsArt. There, you tap on "Background" where the arrow is pointing at, presenting a square with white and gray boxes.

Step 4.
Once you've tapped on "Background", the picture above should be similar to your screen. Next, you tap on the second circle, showing a circle with that same gray and white boxes where the arrow is pointing at.

Step 5.
Where the arrow is pointing at should be what you're supposed to see after the previous step.

Step 6.
The red arrow is what you tap on first, saying "Tools." Next, the orange arrow is what you tap on next, saying "Shape Crop" towards the upper right corner.

Step 7.
After the previous step, the yellow arrow is what you tap on first, presenting you a circle crop. The green arrow is what it looks like after clicking the circle crop.

Step 8.
After the previous step, the blue arrow is where you tap on what size you want your double circle to be. You can move the dot to any size you want but for now and practice, it will be a 10.

Step 9.
From the previous step, you tap on "save" to confirm your crop and the purple arrow is what should your circle crop should look like afterwards.

Step 10.
Now it's time to save your double circle to your gallery on your phone! I know it may look like everything is blank from above which is okay because that's how its supposed to be. Just continue on and save it to your gallery.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬

This picture above should be in your gallery. Double check just to be sure you saved it successfully into your gallery.

▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬

Step 11.
Now that we got the double circle out the way, let's repeat Step 1 by tapping on the same circle where the arrow is pointing at.

Step 12.
Repeat Step 2 by tapping on "Edit" where the arrow is pointing at.

Step 13.
Once we're here, from the picture above, you're gonna tap on a picture of your choice. During this tutorial, I'm gonna use Umaru as an example, the 3rd picture to your left.

Step 14.
Once you've tapped on a picture of your choice for your icon, it will appear like this from above. Next, going through the categories, you tap on where the white arrow is pointing at, which says "Add Photo."

Step 15.
Once you did that, the picture above should be similar to your screen on your PicsArt. You scroll through your pictures, finding the double circle you saved earlier into your gallery where the red arrows are pointing at.

Step 16.
After you added your double circle, the picture above should be what your screen looks like or similar. Where the red arrow is pointing at is a symbol where you stretch your double circle to fit around your icon the way you like it to be.

Step 17.
After you've stretched your double circle, tap anywhere where you can view your icon by itself to see how everything turned out, looking like the picture above or similar.

Step 18.
Once you've tapped the check mark after being satisfied with your double circle and how it turned out, you're done! The end result of your double circles on your icon should appear like the picture above or similar.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬
[ If you want to know how to do a circle on your icon by itself, just do the steps up to 2 except use any picture of your choice for your next icon, tap on "Tools", "Shape Crop", tap on the circle crop, tap on what size of the circle you want, and there you go. ]
I hope my steps and wording of this tutorial helped you how to do double circles for your icons! If you have any questions, don't hesitate to comment them down below. uwu
