The day before:
“What brings you here, Yagi-san?” Nezu asked while pouring tea into two cups. “I believe we weren’t supposed to meet for the next few weeks.”
“I’ll get straight to the point, Nezu-san. Have you been invited to the committee decision panel this year?”
Nezu frowned, “Yes. Why do you ask?”
“Did you agree to the exclusion of certain students from attempting the Hero Course exam?”
“What do you think?”
All Might was sure Nezu would never approve of discrimination and sighed. “They did not let you present, huh?”
“That’s right..” Nezu’s face was contorted with disappointment. “My objection was not paid heed to. I cannot consciously breach the agreement we had.”
“That doesn’t mean we can let this slide off!”
“You think I don’t know that?” Nezu hissed. All Might flinched, having rarely seen this side of Nezu. “This has happened more than once. Why are you complaining now?”
All Might hesitated before admitting. “There is a kid. He’s.. He’s quirkless.”
That information was enough for Nezu to put down his cup and glare at All Might. “Have you chosen a successor? Is that why you’re hung up on this?”
“Successor? No- honestly, the thought didn’t cross my mind till now.” The hero blinked, “I do admit that the kid has the heart of a hero and he’s willing to risk his life for saving people in a true sense. I see myself in him too…”
Nezu remained silent for a while. “What do you want me to do? I can’t intervene in the commission’s decisions. You know the dangers… If only I hadn’t signed that contract..”
All Might straightened, “No! UA needs someone like you as the leader. Neither the commission nor you had any other choice, anyway.”
“Do you think people will still stop trusting me if the incidents get out?”
The air turned stale and All Might looked down in discomfort. “Humans are distrusting, Nezu. But those of us who know will always support you. We know it wasn’t in your control. If anything, it was the fault of the scientists.”
“…”
All Might was saddened that Nezu had to go through that horrible experimentation which gave him his quirk. The first few years were rough with Nezu reverting to his natural animalistic behavior, attacking some workers and scientists. He was unpredictable to the point where he was chained and put under observation. The commission needed Nezu’s intelligence but didn't realise that Nezu had discovered the villainous activities the commission did under their policies. They decided to let Nezu handle the shaping of future heroes at UA who would ultimately become their pawns.
It was all well and good until Nezu started opposing certain quirkist decisions and revealed that he knew of their deeds. Unable to discard a valuable asset, the commission threatened to leak the details of his attacks to the public. The act could cause severe distrust among the public and the heroes, especially good heroes like the staff at UA who supported Nezu. An agreement was made that took away Nezu’s power to influence decisions and to keep things under wraps in exchange for protecting the society from further damage. If Nezu ever slipped up, the commission would just let his secret out, claim that Nezu has gone crazy and lock him up. The society will be highly disturbed but the Commission will save itself by sacrificing Nezu and the heroes who support him- something that he absolutely cannot let happen.
“Alright, I'll be leaving now then.”
“… Can you guarantee that this quirkless kid you're talking about will make it into the hero course if he tried?”
All Might looked down curiously but answered nevertheless. “He's got the spirit.”

UA Staff Chat
Nezu: Good evening.
Midnight: Not again!
Present Mic: What did you do with those applications, Nezu?
Present Mic: Also, good evening.
Recovery Girl: You better not have done something stupid.
Nezu: I haven't :)
Power Loader: …Yet.
Ectoplasm: So… what now?
Eraserhead: Get it over with. I'm tired.
Midnight: When are you not, though?
Lunch Rush: If this has anything to do with your mad cackling this morning, I'm out.
Vlad King: I heard that too.
Cementoss: It was harrowing.
Snipe: You said that with a straight face, right Ishiyama?
Cementoss: Of course. I'm used to it.
Thirteen: I've read back and honestly, I don't think I'm ready for his shenanigans.
Nezu: It's not about whether you're ready or not, you just have to go with it.
Eraserhead: I'm leaving this group.
Nezu: Oh sure! Go ahead :)
Eraserhead: ….
Eraserhead: Compensation?
Nezu: None.
Recovery Girl: Do tell us what you called us for in the first place, Nezu.
Nezu: Ah yes. I've got news.
Vlad King: Good or bad?
Nezu: I'll let you decide that.
Nezu: Class 1A and 1B will take in only 19 students each this year. Students from the other courses will be taken in to fill the open spots after the sports festival, based on their performance.
Midnight: Woah woah what?!
Eraserhead: What's the meaning of this?
Vlad King: I don't understand why.
Present Mic: I think this is great news but why the sudden change?
Ectoplasm: It is good news, right?
Lunch Rush: I guess it is.
Snipe: Explanations please?
Power Loader: Won't this cause a stir among students who are appearing for the hero entrance exam?
Eraserhead: Nezu, is this your doing?
Nezu: Indeed.
Thirteen: How did the commission agree to that??
Hound Dog: I'm curious too.
Nezu: Some smart negotiation and facts :)
Present Mic: Like what?
Vlad King: The students who were excluded, and their families, are agitated.
Snipe: That's true.
Midnight: And the commission is trying to settle things.
Vlad King: This is just a trick to make them believe that UA is trying to compensate, isn't it?
Nezu: You're smart and yes.
Eraserhead: Is that what it really is, a trick?
Eraserhead: We know you're better than that.
Recovery Girl: What made you decide that? Is there something we should know?
Recovery Girl: More importantly, why didn't you call for a staff meeting to announce this?
Present Mic: But first, why this specific way?
Nezu: Let me explain.
Nezu: @Recovery_Girl this is more convenient since I need to say something else as well.
Power Loader: Please do.
Hound Dog: Give him a minute. There must be solid reasoning if he's decided to do something.
Nezu: The commission has taken a quirkist approach to filter ‘unsuitable’ students from even attempting the exam. Out of thousands who have appeared in the pre-qualifying, about 17% have managed to clear the exam.
Snipe: Oh? That's an improvement.
Cementoss: It was 14% last time, if I remember correctly.
Nezu: These students are, without a doubt, talented and the commission needs talent in any form to be under their control.
Lunch Rush: That explains the conversion option, I guess.
Midnight: ^
Vlad King: So they don't want certain quirks for heroes but need the brains to do their dirty work, huh?
Nezu: Since there could've been a possibility of at least one student being selected from those who were stripped of the opportunity (given the exam designed specifically for powerful quirks), I've decided to leave one spot each open in 1A and 1B.
Nezu: @Vlad_King Yes.
Eraserhead: Sounds fair. Continue.
Midnight: That sounds sweet!
Snipe: Great!
Thirteen: That's nice.
Hound Dog: That way you're both assuring the public that there's a remedy as well as giving the students a chance to prove themselves. That ought to help settle the growing agitation.
Vlad King: Wait, what about the actual pattern of choosing a student from the sports festival?
Eraserhead: I would like to know as well.
Nezu: There obviously is a change. Instead of one student getting into 1A, two will.
Nezu: After the sports festival, the class should be of 21 students as per the rules and 1B would remain the same with 20.
Nezu: It won't change now, as decided by the commission. The only change is the way this composition is achieved. Three students will be selected from the sports festival- two for 1A to make it 21 and one to 1B to make it 20.
Eraserhead: I'm actually impressed.
Midnight: I mean, it's a bit sudden but I'm really happy too!
Snipe: Man, Nezu sure knows his stuff.
Cementoss: I agree. This sounds right.
Thirteen: But wouldn't this cause more problems with students applying for the hero course now? They'll probably feel that they've been stripped of an opportunity for those two spots.
Power Loader: That's what I'm saying!
Ectoplasm: I'm sure the commission will explain that to them.
Lunch Rush: Eh, they're good at covering things up anyway.
Hound Dog: I'm fully in support of this but I do want to ask something, what made you ponder upon the morality of the situation all of a sudden?
Present Mic: Oh right! Such incidents have happened in the past too so why now?
Nezu: Let's say it's the beginning of something new :)
Power Loader: Now I'm scared.
Power Loader: I thought you were an angel for what you've done!
Power Loader: You vile plotter!
Midnight: What are you, five?
Eraserhead: It better be a good ‘something new’.
Present Mic: Oh no-
Nezu: That's just part 1.
Thirteen: I'm terrified of whatever part 2 is..
Ectoplasm: ^
Lunch Rush: ^
